Chapter 1 General Provisions
The United Nations International Rescue Center for Traditional Medicine Rescue Team (hereinafter referred to as the Rescue Team) is a social organization. In order to standardize the organizational responsibilities and operation management of the rescue team, build a standardized, normalized, and militarized rescue team, and ensure the safety of the rescue team members and the smooth progress of the rescue work, this set of rules and regulations is specially formulated. It is hoped that the captains and team members at all levels will strictly implement them.
Chapter 2 The significance of the establishment of the rescue team
Article 1: Let people learn emergency rescue skills and achieve self-rescue and mutual rescue.
Article 2: Explore Chinese medicine emergency rescue technology and prevent the loss of Chinese medicine treasures left by our ancestors.
Article 3: Take this as a starting point to expand and strengthen the cause of Chinese medicine.
Article 4: The task of the rescue team is to participate in the rescue work of various emergencies and follow the principle of “caring for life, rapid rescue, and serving the society”.
Article 5: Rescue team members must have the professional skills and physical fitness required for rescue work, and receive regular training and drills.
Article 6: Rescue team members obey the leadership and command of the rescue team and obey the arrangement and mobilization of rescue tasks.
Chapter 3 Organizational Structure
Article 7: The rescue team shall establish organizational structures such as the headquarters, detachments, squadrons and sub-teams.
Article 8: The headquarters is the highest command organization of the rescue team and is responsible for formulating the overall goals, plans and work arrangements of the rescue work. The detachments, squadrons and sub-teams are the grassroots combat units of the rescue team and are responsible for the execution of specific rescue tasks. The rescue team should establish a leadership team and relevant work departments and clarify the responsibilities and powers of each department.
Chapter 4 Responsibilities and Functions of Members at All Levels
Article 9 Team Members
(1) Learn the skills of preventing, escaping, self-rescuing and mutual rescue of various disasters, dangerous situations and various diseases, learn Chinese medicine emergency rescue techniques, help yourself and those around you relieve pain and save lives.
(2) Participate in online and offline learning and various activities, record working hours in the civil affairs system and strive to become a star.
(3) Certificates are uniformly numbered, and the information is filed with the headquarters and can be checked in the system.
(4) Can go to communities, schools, enterprises, rural areas and other units to conduct popular science lectures on emergency rescue techniques.
(5) Can communicate and teach others the various TCM rescue techniques that he/she is good at.
(6) Have the qualifications to be promoted to team leader.
Article 10 Team leader:
(1) Has all the functions and responsibilities of a team member.
(2) Can lead team members to participate in organizing various activities
(3) The team leader is responsible for reporting the development of new team members in the team under his/her jurisdiction. New team members fill out the “Job Registration Form” when they join the team, and the recommender reports the new team member’s information to the team leader of the team under his/her jurisdiction, and the joining fee of 1,980 yuan is handed over by the team leader to the finance department of the headquarters. The team leader should talk to the new team members, introduce them to what they should know and do when joining the team, and do a good job in preliminary education.
Chapter 5 Certificate System
Article 11: The certificate number is the unified number of the United Nations Traditional Medicine International Rescue Center.
Article 12: The team member certificate has a unified number, and the information is filed with the headquarters.
Article 13: The team member certificate is a proof of identity and can be used as a voucher for emergency rescue and other activities, but it cannot be used as a qualification certificate.
Article 14: Certificates and documents are prohibited from being lent or altered. The holders shall keep them properly. If lost, they shall be reported immediately and reissued.
Article 15: Documents shall be stamped with a steel seal and shall be verified in time when they expire.
Chapter 6 Clothing System
Article 16: Team members’ clothing is a symbol of the team’s unity, a symbol of soul and honor, and must be protected and properly kept.
Article 17: Dress seriously and pay attention to appearance. Wear logos in accordance with regulations.
Article 18: It is strictly forbidden to dress alcohol, fight or brawl.
Chapter 7 Team Flag System
Article 19: The team flag is a symbol of the team’s identity and image, and it has its seriousness and should be properly kept.
Article 20: It is strictly forbidden for any individual to make a team flag privately. The team flag of each team is valid only after it is awarded by the headquarters.
Article 21: The use of the team flag shall comply with relevant laws, regulations and ethical standards.
Chapter 8 Logo Production
Article 22: Without the approval of the Corps, no one may privately use the logo of the United Nations International Rescue Center for Traditional Medicine, and may not privately design, change or use the logo.
Article 23: If the rescue team logo is needed, it must be reported for approval and can only be used after authorization or approval.
Article 24: Only team leaders can apply for the use of the United Nations International Rescue Center for Traditional Medicine logo.
Chapter 9 Propaganda System
Article 25: It is strictly forbidden to publish pictures, videos and texts that damage the image and reputation of the team on public media and Internet platforms.
Article 26: It is strictly forbidden to publish false rescue information privately.
Article 27: Encourage positive emergency rescue propaganda. After the rescue is successful, the video recorded during the rescue can be promoted on Douyin, Kuaishou, WeChat and Moments after being reviewed by the Corps Media Center.
Chapter 10 Financial System
Article 28: The financial management of the rescue team follows the principles of standardization, transparency and economy. Financial management ensures the safety and rational use of the rescue team’s funds and guarantees the normal operation and development of the rescue team.
Article 29: Private fund transactions and other disputes between members have nothing to do with the rescue team. It is strictly forbidden to borrow money in the name of the rescue team.
Article 30: It is strictly forbidden to intercept, embezzle, embezzle or embezzle in disguise the materials and funds sponsored by relevant units and individuals obtained during emergency rescue or training. If distributed, the distribution mechanism must be approved by all participants in the activity before it can be implemented.
Chapter 11 Rescue System
Article 31: Rescue behavior is a voluntary behavior, and the expenses and casualties incurred during the rescue process shall be borne by the individual.
Article 32: When rescuing, you cannot be arrogant and do not play personal heroism. You must do what you can. It is strictly forbidden to take on too much. According to the rescue situation, you must first call 120 or seek help from others to do pre-hospital treatment.
Article 33: When participating in group activities, you must follow the command of all actions, go all out when rescuing, do not neglect your duties, and take human lives lightly.
Article 34: When a person is rescuing, you must first call the police, then quickly keep evidence, and then rescue, and do a good job of self-protection.
Article 35: After the rescue, the rescued person must be informed of the existing problems and the condition should not be delayed to avoid being held responsible.
Chapter 12 Training System
Article 36: Without the approval of the headquarters, the rescue team shall not hold relevant training, cooperation, attendance and other public activities.
Article 37: During online and offline skill training, the instructor must have a rigorous teaching attitude and strictly ensure that the training content is safe and effective.
Article 38: During field practice, all actions must be under command. Drinking during training is strictly prohibited to ensure safety.
Chapter 13 Assessment System
Article 39: Team members must undergo online knowledge assessment and offline practical exercises. Only after passing the practical assessment can they become real team members.
Chapter 14 Discipline and Confidentiality System
Article 40: Strictly abide by national and local laws and regulations and do not engage in any illegal activities. Must obey the orders of superiors to ensure accurate communication and execution of commands. Keep the secrets of the state and the organization and do not disclose information related to the rescue operation.
Article 41: Various internal confidential information and notices of the rescue team must be kept confidential, and no one may disclose confidential information to the outside world.
Article 42: Respect the personal privacy of the rescued persons. Without the consent of the rescued persons, rescue pictures and video materials involving the rescued persons shall not be published privately.
Chapter 15 Punishment System
Article 43: It is strictly forbidden to falsify the recommendation of team members, seize team members, and seek personal gain. Those who cause economic harm or economic losses to others and property losses shall bear civil and criminal liability in accordance with the law.
Article 44: Those who violate any of the above systems shall be demoted or expelled depending on the severity of the circumstances. Yes, they are persuaded to leave the team.
Chapter 16 Reward System
Article 45: Honorary certificates and medals will be awarded to team members who perform well in rescue operations to commend their heroic behavior and contributions.
Article 46: Material rewards, provide certain monetary rewards, gifts or other material rewards to express recognition of their efforts.
Article 47: Social recognition and publicity, through media reports, social media publicity and other forms, publicize the excellent performance and contributions of the rescue team to the public to improve the recognition of the rescue team by the society, and give promotion opportunities to members who perform well in rescue to encourage them to continue to develop and take on more responsibilities.
Article 48: This regulation shall be supervised and implemented by the United Nations Traditional Medicine International Rescue Corps. The right of interpretation shall belong to the United Nations Traditional Medicine International Rescue Corps and shall be implemented from the date of promulgation.
